#8 - Budget Drivers & Investments
As a part of understanding the increase to any budget, the allocation of budget drivers and investments must be outlined. In Connecticut PreK-12 public education budgeting, the majority of funding is spent on human resources, i.e., salaries & health benefits for employees. In Brookfield, nearly 80% of the school system budget is allocated to pay the salaries and health benefits of the approximately 440 employees. The majority of this spending on personnel is in accordance with collectively bargained union contracts. Non-discretionary increases of utilities and contracted services, along with general transportation, and increases to special education tuition, services and transportation account for much of the remaining budget increases. 

New investments of $101,754 out of the 54.8 million is being recommended by the Superintendent and includes materials for implementing the new reading program in grades 4 & 5, a .2 teacher for French at BHS, a .5 Portuguese Bilingual teacher at CLES, ski team coaches at BHS and an advisor for morning video news at WMS.
